The customer had issues with fuel pump before.
Customer Tested the fuel pressure regulator. Might be a combination of both the FPR and fuel pump. When Vacuum line is released the fuel pressure should increase but didn't. No fuel was entering the vacuum line so that didn't suggest a diaphragm issue. So its either the fuel pump or a bad spring in the FPR.
